OPERATION STRUCTURE
COMMUNITY PARTNERS
The operating structure for the Urban Agenda collective impact project is led by the Community Partners. This group meets quarterly to provide strategic thinking, planning, active engagement and monitoring of every aspect of the project.
BACKBONE ORGANIZATION
PolicyBridge provides ongoing strategic planning and organizational services to the Urban Agenda collective impact project. The PolicyBridge project team supports the activities of the Community Partners, three working committees and their subcommittees.
Shared Measurement
Committee
The purpose of the Shared Measurement Committee is to engage in strategic thinking, planning and actions that identify, define, measure and track the appropriate Urban Agenda Economic Mobility indicators, goals and benchmarks.
Systems Change and Strategies Committee
The purpose of this committee is to explore and advocate systems-level policy changes. Committee members provide strategic thinking and planning in support of Urban Agenda Economic Mobility goals and benchmarks.
Community Engagement and Outreach Committee
The purpose of this committee is to solicit insights and perspectives and suggest ways in which to engage the broader community in support of Urban Agenda Economic Mobility goals and benchmarks. of the Urban Agenda.

Capital Domains for Understanding and Improving Economic Mobility
SOCIAL CAPITAL
A set of shared values or resources that allows individuals to work together in a group to achieve a common purpose and the nonfinancial resources available through relationships to people and institutions, including family, neighborhood, and other social influences.
HUMAN CAPITAL
The economic value of workers’ experience and skills. Human Capital includes such assets as education, training, intelligence, skills, health, experience, and other attributes possessed by an individual or collectively by a population and valued by employers.
FINANCIAL CAPITAL
Money, credit, and other forms of funding that build wealth for people and businesses.
BRIDGE CAPITAL
Defined as the resources, both financial and nonfinancial, that are leveraged through direct contact to people, organizations and institutions that wield power and influence.

POLICY RECOMMENDATIONS
A unifying principle of this Urban Agenda is the need for collective action to achieve meaningful impact and lasting progress toward population-level economic mobility goals. The Urban Agenda calls for retooling and dismantling systems that have impeded economic mobility for all. The findings presented in this Dashboard challenge the Urban Agenda partners and their committees to be bold in their collective efforts to rethink policies and practices. This Dashboard also invites community members to contribute ideas and share in the process of eliminating racial and ethnic disparities and improving economic well-being for all in Cleveland and Cuyahoga County.
